(byte-recompile-directory): Make sure the file is readable.
(byte-compile-file): Don't compile if `no-byte-compile' is set.
(byte-compile-defvar): Update to reflect the change in Fdefvar.
(batch-byte-recompile-directory): Pass arg=0.
